Dr. Talal currently is a Board Member of the National Industrial Company and a Member in the Consultation Group of the Madinah Al Munawarah, and a Member of Al Madinah Al Munawarah Board.

Dr. Al Shaar has formulated and developed many companies such as the Saudi National Company for Titanium Manufacturing; The Saudi United Company for Complex fibers, and Safra Company Ltd. Additionally, Dr. Al Shaar served for 12 years in Yanbu Chambers of  Commerce and Industry.

Dr. Al Shaar was awarded a PhD. In Business Administration from the University of Western California, USA back in 1987 and a Master degree from Maine University back in 1987 after graduating from the same university with BS of Chemical Engineering back in 1977.
